A dealer ordering a Sealion 06 EV or a Dolphin Mini is not introducing a body the showroom has to explain from a brochure. The purchasing advantage is a Pacific port that already discharges this trade, and an import column you can read before the proforma is signed. What deserves the argument is the NOM path, and who will be the importer of record. A workshop group that will keep the car is a different buyer from a trader who only wants the box.
The decree in the Diario Oficial of 29 December 2025 has been in force since 1 January 2026. It sets the import column at 50 for 8703.80.01 (electric, except used), 8703.60.99, 8703.40.99, and the listed gasoline and diesel residual lines. The export column is exempt. The published transitory articles start the decree on 1 January 2026 and set no end date. A draft that named 31 December 2026 is not the text in force. The commercial invoice, the packing list and the ocean bill of lading travel with three factory documents. The conformity certificate states the category under GB/T 15089-2016: M1 for a passenger car, N1 for a light goods vehicle. The environmental information sheet is the emissions identity of that VIN. The consistency certificate is the type as approved — dimensions, mass, powertrain — which is what the pedimento has to describe. A battery car is booked as Class 9, UN 3171. We prepare that China file and we sit with your agente aduanal before the booking. We do not number the pedimento, and we do not rewrite the invoice. After the advance payment the factory issues exactly these three papers. The China compulsory product certificate and the consistency certificate are the same paper, not a fourth file. These China papers do not replace the local homologation and they are not a duty rate.
